Will an epoxy basement floor stop moisture problems?

A good coating is moisture-resistant on the surface but not a vapor barrier from below. A pro will run a calcium chloride or RH moisture test before quoting. If the slab is wet, they should fix the source or use a moisture-tolerant primer.

Is the floor slippery when wet?

Standard coatings can be slick. Most installers add an anti-slip aggregate (silica or aluminum oxide) to the top coat. Ask for it explicitly if anyone in the home is at risk of slipping.

Can I install over old paint or tile?

Old paint must come off. Tile sometimes can be coated after grinding and a self-leveler, but most pros prefer to start from bare slab. Honest installers will tell you when a tear-out makes more sense than coating over.
